  Government Relations Manager 


To foster and leverage relationships with Congressional offices, caucuses, coalitions, and allied organizations in support of YWCA USA advocacy priorities. Advise YWCA USA leaders in the development and implementation of advocacy priorities and share key legislative developments and opportunities with local associations.

Reporting directly to and working closely with the Vice President of Public Policy & Advocacy, the Government Relations Manager will lead the development and implementation of legislative strategy in support of the organization's public policy and advocacy goals, with a primary focus on outreach to Capitol Hill. The Government Relations Manager will:

• Represent YWCA USA on Capitol Hill, including conducting meetings with Members of Congress and their staff; representing YWCA USA at Congressional hearings, briefings, and other events; and fielding Congressional inquiries and requests.

• Oversee identification of legislative priorities through comprehensive local association survey process. Responsible for ongoing development and amplification of legislative priorities through outreach and engagement.

• Monitor federal legislation and cultivate strategic opportunities to advance YWCA USA legislative priorities.

• Represent YWCA USA in staff coalitions/partnerships as assigned, to provide political and policy perspective and to advance specific legislative priorities.

• Identify opportunities for engaging local associations to support federal legislative priorities through, for example, congressional briefings, field hearings, action alerts, testimony before Congress, Member meetings, and in-district advocacy activities.

• Lead planning and coordination for biennial YWCA Capitol Hill Day, in-district recess and YWCA Advocacy Day activities, and Hill-focused policy and legislative briefings.

• Draft talking points, Hill correspondence, fact sheets, action alerts, and related materials on YWCA USA’s federal legislative priorities.

• Manage and update legislative priority web pages, internal advocacy Intranet pages and field engagement software (e.g., VoterVoice, Mailchimp, and other data systems).

• Provide support in planning monthly legislative update calls and webinars with local association.

• Support departmental reporting requirements and local association surveys.

• Manage staff lobbying reports.

• Foster relationships with other YWCA USA staff to support advocacy efforts, specifically around legislative priorities.

• Deliver presentations at conferences and briefings, and conduct issue analysis as needed.

• Supervise YWCA USA fellows/ interns as assigned.

• Other duties as assigned by the Vice President of Public Policy and Advocacy.


• Bachelor’s degree required; graduate/advanced level degree in a related field or 5 or more years’ strongly preferred.
• Minimum 5 years legislative and/or government relations experience required.
• Working knowledge of legislative process and familiarity with one or more of YWCA USA legislative priorities.
• Excellent oral and written communication skills.
• Strong analytical, organizational, and critical thinking skills.
• Knowledge of grassroots advocacy principles and practice.
• Experience working with coalitions and membership organizations.
• Ability to work collegially in a fast-paced environment and adapt to change as necessary.

S/he must be a strong leader with a track record of success and capacity to coordinate and provide thought leadership to varied efforts across a broad array of organizational departments and initiatives, and maneuver effectively in an environment of notable change and organizational development.

S/he will have the ability to multi-task and work independently and as a member of a team, keeping both details and the big picture in mind.

S/he must have the ability to identify and set priorities while building and managing a wide variety of relationships and stakeholders. The candidate must be an intelligent, persuasive, hardworking advocate and ambassador for the YWCA.
