    HEALTH CARE ISSUES IMPACTING THE DISABILITY COMMUNITY

 

AB 851 (Brownley) Medi-Cal’s 250% Working Disabled Program                                      SUPPORT

This bill makes this Medi-Cal program for workers and job seekers with a disability permanent; it exempts Social Security retirement income for those in the program, and allows those enrolled to save their earnings with no limit on how much they can save.

 

AB 1887 (Beall) Health Care Coverage: Mental Health Services                                         SUPPORT

This bill would expand the coverage requirement for the diagnosis and treatment of mental health disabilities and substance abuse treatment under the same terms and conditions as other medical conditions, creating parity between these and other health conditions.

 

SB 840 (Kuehl) Single-Payer Health Care Coverage                                                              SUPPORT

This bill would provide universal health care for all California state residents using a single-payer system.

 

SB 1198 (Kuehl) Health Care Coverage: Durable Medical Equipment                              SUPPORT

This bill would require a health care service plan and a health insurer to offer coverage for durable medical equipment (DME) as part of their group plan contracts or group policies, and prohibit them from setting dollar limits on DME that are lower than the limits on other services they offer or offering DME on less favorable terms and conditions than other benefits.

 

SB 1332 (Negrete Mcleod) Medi-Cal: Managed Care                                                             OPPOSE

This bill would establish the Medi-Cal Managed Care Pilot Program, which would require people with disabilities and seniors in the counties of San Bernardino and Riverside who are not expressly excluded from enrollment to enroll in a Medi-Cal management care health plan. 

 

Medi-Cal Provider Cuts                                                                                                                 OPPOSE

The Governor proposes a 10% cut in the rates paid to providers such as doctors, home health services and Adult Day Health Services.

 

Medi-Cal Optional Benefits                                                                                                          OPPOSE

The Governor proposes to eliminate dental services for adults, acupuncture, chiropractic services, speech and audiology services, optometry services, optician/optical laboratory services, podiatry services, psychology services, incontinence creams and washes.

 

In Home Supportive Services (IHSS) Cuts                                                                                OPPOSE

The Governor proposes to permanently reduce domestic and related services by 18% percent.

 

SSI/SSP COLA’s                                                                                                                              OPPOSE

The Governor proposes to eliminate the June 2008 and June 2009 state Cost of Living Adjustments (COLA’s).

In our current health care systems, Californians with disabilities face the same under-insurance issues as Californians without disabilities, while also in accessibility, a "gate-keeping" insurance market, cultural incompetence, and discrimination. Comprehensive health care reform must remove these barriers for people with disabilities.
