I am writing to ask that you support Senate Bill 1963 (S.1963), The Caregiver and Veterans Omnibus Health Services Act of 2009 . This bill is direly needed to support the relatively small number of veterans with profound health needs due to severe wounds incurred in Iraq or Afghanistan who continue to need personal care long after returning home and are now reliant on a family member for assistance with the most basic needs of daily living.

Some of these warriors are living with multiple injuries including traumatic brain injury, severe burns, blindness, amputations, and often co-occurring PTSD or depression, and are receiving loving care at home.  But the years-long strain of 24/7 caregiving can take a severe emotional, physical, psychological and financial toll.   Without adequate supports, families may be unable to sustain home-caregiving indefinitely.

A strong bipartisan caregiver-assistance bill, S.1963, would provide the kind of supports these families need – supports that would diminish substantially the very real risk that the strains of caregiving would result in young veterans being institutionalized for long periods of time, if not the duration of their lives.  The bill has been recently approved by the Senate Veterans Affairs Committee and is now in the process of being cleared for either floor action or “Unanimous Consent” passage. I urge that you make enactment of this bill a top legislative priority this year and press your Senate colleagues to act quickly to enact this legislation.
